Express Nursing is a CQC Registered provider of Complex Care, registered for Personal Care and TDDI. We are expanding into Children and Young People’s (CYP) residential and supported living services across Yorkshire.
We are seeking an experienced Ofsted-registered leader to establish and manage a new service provision from registration through to full operation. This role requires strategic oversight, regulatory expertise, and a genuine passion for creating safe, structured environments where young people can build independence, resilience, and positive futures.

Lead the full Ofsted registration process for a new CYP residential/supported living service
Ensure compliance with Ofsted regulations, Children’s Homes Regulations (2015), and Quality Standards
Develop and implement safeguarding, behaviour management, and care planning frameworks
Recruit, lead, and develop a high-performing care team
Foster a trauma-informed, child-centred culture
Oversee care planning and ensure educational engagement for young people
Maintain strong relationships with local authorities and commissioners
Manage budgets and ensure financial sustainability of the service
Prepare for and lead Ofsted inspections
Previously registered with Ofsted as a Registered Manager (essential)
Level 5 Diploma in Leadership and Management for Residential Childcare (or working towards)
Proven experience managing a children’s residential home or supported living service
Strong knowledge of Ofsted regulations and inspection frameworks
Demonstrable leadership and team development experience
Experience supporting CYP with complex needs, SEMH, or trauma backgrounds
Excellent safeguarding knowledge
Full UK driving licence
